Well, since no one has guessed and I've been doing my research, I say that this looks like a brass plaque or signage somewhere.
I could only find 90 words that end with "sity" and since that is a sequoia tree that's the one I went with.
I'm going to guess Sequoia Middle School and that's some sort of motto that ends with "diversity" or something like that.
